The Global AI Competitiveness Index draws upon the insights of an astute board of AI Committee Members comprising internationally distinguished experts whose excellence spans policy, law, academia, and industry. The committee includes Dr. Rudolf Scharping, former Federal Minister of Defence of Germany and Chairman of RSBK AG; Prof. Dr. Rudolf Mellinghoff, former President of Germany’s Federal Fiscal Court (Bundesfinanzhof); Prof. Dr. Volker Römermann, CSP, Professor of Commercial and IP Law at Hannover University and Founder of Römermann Rechtsanwälte; Prof. Christoph Schommer; Dr. Xin Zhou, AI Index Committee Member and AI Governance Expert; Dr. Patrick Glauner, Professor of Artificial Intelligence at Deggendorf Institute of Technology and former Head of AI at Krones Group; Dmitry Kaminskiy, General Partner of Deep Knowledge Group; Franco Cortese, Director of Longevity Industry Analytics, and Jian Zhou, data expert and co-author of the Global AI Competitiveness Index series. Deep Knowledge Group has been a host or co-host to all four volumes of the index, and the Financial Services Development Council (FSDC) has served as official Observer organization since Part 3 of the index.
Collectively, the consortium behind the Index was formed in 2024 to conduct objective analyses of the domain of Global AI industrialization, science, technology, finance, policy and governance. In 2026, the consortium is planning to produce an additional four reports on AI competitiveness in specific domains and industries, starting with AI in Finance, and to add several additional members to its AI Committee.

Dr. Patrick Glauner

Dr. Glauner is an award-winning academic and industry expert specializing in artificial intelligence, policy, and innovation governance. He previously served as Innovation Manager for AI at Krones Group and has advised the European Parliament and national ministries on technology regulation and competitiveness. He is also a former Fellow at the European Organization for Nuclear Research (CERN).
Dmitry Kaminskiy
